They decided that on one hand, they want to make the industry grow but on the other hand, that it is growing too fast! They worry that it is 'unsustainable' and 'may overheat'. So to fix this they cut back on Federal subsidies that allow households to buy PV. But note the government is not worrying about the coal industry overheating. Our coal miners are spending four times as much looking for new coal deposits than in 2001!
